# Audit and reconcile unqueued incomplete work campaigns

Status: complete
Type: campaign
Updated: 2026-08-14
Next Action: none
Campaign ID: 007-audit-and-reconcile-unqueued-incomplete-work-campaigns
Campaign Number: 007
Outcome: Review the entire root work folder for incomplete campaign-level work absent from every owner lifecycle queue; finish and evidence work that should close, activate every item that remains incomplete, and review the resulting dependency-safe execution order.
Depends On: none
Decision: none
Detour For: 002-checkpoint-sd-qualification-and-tool-shed-state
Return To: 002-checkpoint-sd-qualification-and-tool-shed-state
Completion Gate: Every campaign-level work item under root work has an evidence-backed lifecycle disposition; all incomplete items are represented in the active queue, finishable closeouts are completed with their own gates satisfied, queue dependencies and top-to-bottom order are reviewed, indexes and Tool Shed validation pass, and no unexplained unqueued incomplete campaign remains.

## Request

### Goal

Reconcile owner campaign control with all campaign-level work recorded anywhere
under root `work/`. Find active, waiting, blocked, deferred, or otherwise
incomplete outcomes that are absent from both owner queue projections and their
lifecycle request folders. Resolve each omission from current README/docs truth
and direct source, test, build, runtime, or target evidence.

### Required work

1. Capture the current owner campaign state token and inventory all artifacts
under root `work/`, including maps, workpackages, tickets, checklists,
incidents, spikes, inventories, and legacy request surfaces. Compare their
   outcomes and lifecycle state with every request in `work/00-campaigns/`;
compare by substance as well as filename so renamed or overlapping work is
   not duplicated.
2. Reconcile every apparent omission against current `README.md`, `docs/`,
dependencies, source/tests/builds, and applicable runtime or target
evidence. Treat completed artifacts as history and stale status text as a
finding, not proof of current completion.
3. For work whose remaining completion steps are safe, reversible, in scope,
and already authorized, finish those steps and satisfy the work's own
explicit completion gate. Close it only through the Tool Shed lifecycle
route with direct evidence; a partial implementation or passing build alone
does not prove release, rollout, ECO, or qualification completion.
4. Add every materially incomplete campaign-level outcome that cannot be
truthfully closed to the active owner queue. Preserve waiting and blocked
work as active with exact blockers and readiness conditions. Do not silently
defer, abandon, merge, split, or supersede work when the owner must choose
   the disposition.
5. Review the complete active queue as one dependency graph. Remove duplicate
outcomes only through an evidence-backed lifecycle disposition, identify
dependency cycles or missing prerequisites, and set a top-to-bottom
execution order that reflects readiness, safety, critical path, and the
owner's stated priorities. Preserve unrelated user changes.
6. Refresh `work/index.md` and `work/index.json`, check stale paths, run the
   read-only work-state review and campaign-queue validation, and record a
compact reconciliation manifest listing every candidate, evidence reviewed,
disposition, resulting campaign ID, blocker, dependency, and order decision.

### Authority boundaries

- This campaign authorizes read-only workspace/runtime inspection and the
smallest matching Tool Shed artifact and queue updates.
- It does not by itself authorize programming hardware, controller commands,
powered SD-card insertion or removal, destructive media tests, deployment,
pushing, release, external publication, or mutation of controlled documents.
- When an otherwise closable item requires one of those actions or a material
owner decision, keep it active and record the exact blocker and precise next
  authorization or decision needed.

## Completion Check

Every campaign-level work item under root `work/` has an evidence-backed
lifecycle disposition; all incomplete items are represented in the active
queue, finishable closeouts are completed with their own gates satisfied,
queue dependencies and top-to-bottom order are reviewed, indexes and Tool Shed
validation pass, and no unexplained unqueued incomplete campaign remains.
