## Request Context

Priority: 1
Target: firmware workspace `E:\dev\high_point\7520553_SMI_FW`
Coordination: direct
Parent: `work/checklists/checklist-sd-card-supply-change-project-closeout.md`
Evidence: `work/evidence/sd-qualifier-nine-campaign-administrative-closeout-20260814.md`

## Goal

Create a narrow, reviewable Git checkpoint for the completed SD Qualifier Gate
1 state and the five-stage local Tool Shed queue. Preserve all unrelated
operator changes and leave product source untouched.

## Required work

1. Read the parent checklist, the nine-campaign administrative-closeout
evidence, the cross-campaign admission audit, and the active
   controller-neutral SDQ workpackage.
2. Verify read-only that the deployed appliance remains healthy and quiescent:
11 terminal campaigns, zero non-terminal campaigns, zero active execution
operations, and unchanged sample dispositions. Do not issue controller
   commands or mutate the database.
3. Review the dirty worktree and identify only the SDQ Gate 1 evidence,
checklist/workpackage state, generated Tool Shed indexes, and these queued
request files that belong in the checkpoint. Do not stage by broad path or
include unrelated AGENTS, runbook, Q&A, firmware, or controlled-document
changes merely because they are present.
4. Run Tool Shed index, stale-path, work-state, and `git diff --check`
validation on the selected planning/evidence scope.
5. Create one local Git commit with an explicit SDQ Gate 1 checkpoint message.
Do not push, open a PR, publish, deploy, or modify the Pi.
6. Record the commit ID and the intentionally excluded dirty files. Confirm
the next ready campaign after this checkpoint is `003`; blocked request
`008` remains earlier in display order but does not become executable
   without its separate build authorization.

## Completion gate

Complete only when the scoped checkpoint commit exists, its file list contains
no unrelated changes, Tool Shed validation passes, the live appliance is still
quiescent, and the firmware slow-export ticket remains unmodified by this
campaign.
